Ingredients

  • green bell pepper, seeded and chopped
  • small white onion, chopped
  • 3 cloves garlic, crushed
  • 1 teaspoons ground cumin, divided
  • teaspoon salt
  • 1 cup olive oil
  • 1 tablespoon olive oil
  • 2 tablespoons achiote powder
  • 2 (8 ounce) cans tomato sauce
  • 2 pounds beef stew meat, cut into 1-inch cubes
  • 2 white potatoes, peeled and cubed
  • 4 cups water, or as needed
  • 1 cup white wine
  • 6 cubes beef bouillon

Directions

Step 1: In a blender, combine the bell pepper, onion, garlic, teaspoon cumin, and salt. Pulse while slowly pouring in 1 cup olive oil. Blend until the mixture is smooth. Set aside.

Step 2: Heat 1 tablespoon of olive oil in a pressure cooker over medium heat. Add the bell pepper and onion mixture. Saut for about 1 minute, allowing the flavors to meld.

Step 3: Stir in the achiote powder and the remaining 1 teaspoon cumin. Cook for another minute to enhance the spices.

Step 4: Add the tomato sauce to the pressure cooker and bring the mixture back to a simmer.

Step 5: Add the beef stew meat to the pot. Let it simmer for 5 minutes, stirring occasionally to ensure the meat absorbs the flavors.

Step 6: Stir in the cubed potatoes, then pour in the water and white wine. Add the beef bouillon cubes and bring the mixture to a boil for about 1 minute. Add extra water if necessary to fully cover the ingredients.

Step 7: Secure the lid on the pressure cooker. Cook under 15 pounds of pressure for 30 to 45 minutes, following the manufacturer's instructions. Ensure the meat is tender and the potatoes are cooked through.
